The use of passive voice can be a confusing issue for a lot of students, so let's try to keep it simple. Use the passive voice when the subject of the action is not important, but the result. For instance, I was given a second chance. Who gave me a second chance? It is not important who gave me a second chance. What's really important is that I do have a second chance. My car was stolen while I was traveling abroad. Who stole my car? We don't know, but what we do know is that the car is missing. So, we are interested in the result. In a passive construction, the verb to be as well as the past participle of the verb use is always present.
In report writing, it is quite common to use passive voice and sometimes the only option we might have at hand. The use of the passive voice should not be underestimated.
